As identified above, that requires tracking the info when an absentee ballot is sent out.

Wrong! once again. You have to track that every ballot corresponds to an actual registered voter. They don't hand out ballots indiscriminately [more]

Because the ID of each voter is known, the absentee ballot would have an identifier tied to the specific voter. If the voter voters in person, that is flagged when they vote--and the absentee ballot is then destroyed.
