If you are anywhere where it freezes regularly, you might want to look into stone instead of tile. Tile will absorb water which will freeze and crack the tile, causing the tile to flake apart over the course of a couple of winters.

I wouldn't worry about getting all of the glue off. You only need to get the high spots down. Tile should be installed with thinset mortar, which will be 1/8 to 1/4 inch thick and cover small imperfections in the underlying surface.
