There is no preordained multiple, but the market assigns different p/e's to different industries.

I can only guess at the reasons. More stability, greater potential for growth, etc., but different industries trade at different multiples.

I believe you, but morningstar lists the ttm p/e as 11.1, and the fy p/e which they don't define as 11.6. (I would guess that is the next 4 quarters.)

do you think that SAN is still undervalued?

I don't really know how to read a banks financial statements, but they do have a lot of free cash flow. Their p/e is 11.5 which is not great for a bank, but their p/b is [more]

It is now selling at almost 6, and morningstar lowed its fair value estimate from 12 to 2, due to "the sizable overhang of off-balance-sheet obligation and debt."

Off balance sheet debt is never a good thing.
