The 403B/457 market is dominated by insurance companies.

Valic in particular is shady.

The last 403B plan I saw was an Oppenheimer flavor with only Class C shares. While not shady just expensive.

You cannot do a custodian to custodian transfer of your RMD to your Roth IRA.

As Peter said you will have to take the RMD and pay the taxes.

Misread the OP. It was confusing.

It's not unusual for pensions to offer lump sum distribution, rollover to an IRA or annuity payments.

A lump sum distribution is always taxable unless rolled over into an IRA.
