I asked Toyota service to email me a quote and - surprisingly (at least to me) - they won't do so and instead say they'll only be able to help me if I call. The reluctance to put something in writing bothers me.

Just for kicks, I went to the local Toyota site and they say $240/axle (with a caveat that it's higher for some models). I emailed asking for a quote, but I can't help but think they'll be less than NTB!

Your NTB quote is a bit higher than I would think is fair. Ceramic pads and labor including resurface rotors should be around $150-180. Rotors at $110 each are high. Somewhere around half that for aftermarket components is what I would think [more]

I'm going to guess that not all dealerships have the same $$ in their cars, based on volume purchasing.
