A more likely solution is for the homeowner to make the checks to the GC payable to him "and" to a subcontractor. Then the sub won't co-sign the check until he's holding a check from the GC. Which should be fine [more]

No, the homeowner could write all of the same things into the contract with the GC. Pay subcontractors directly. Provide lien release documents, etc.
