Based on the part you posted, wouldn't it make sense to eliminate the estate tax and the step-up basis? Just tax the capital gains as it is passed to the next generation.

I really don't find it hard to place a bucket under the trap and then disconnect and remove the trap. Remove the stopper lift rod, remove the stopper and then run a little water down the sink to flush the glob of hair and soap into the bucket. [more]

I think it's a Good Idea to take more than the RMD to get you to just below the 25% bracket. Put anything not needed for current expenses into a taxable account. Do this early and often, as the RMD will get higher as we age.
