It is pretty embarrassing losing so many unanimous rulings by SCOTUS, especially in such an ideologically divided court.

Bush lost 15 cases unanimously with perhaps a friendlier court; Clinton lost 23. It happens.

Just a quick look but in the DOE numbers, you're measuring assaults. In the DOJ numbers you're measuring victims but neglecting to make an adjustment for the fact that some women are multiple victims, thereby inflating that number.
