To me, operating business cash and assets are seen not as sources of investment assets in Buffett's mind but as tools for the operating businesses whose primary purpose is to generate pre-tax earnings (Part B of the sentence).

Subsidiary debt is also excluded, as I believe it should be as its impact is reflected in the subsidiary earnings
