According to the NY Times, the car doesn't shutdown, what happens is the car doesn't start. Which is a lot safer.

Miss payments and the car becomes unusable, much like it is if it get repossessed.

In CA it is valid to require renter's insurance. I do so whenever the tenant has mammalian pets (dogs, cats, ferrets) or large water filled objects such as water beds or fish tanks. This places their insurance ahead of mine in case of bites or leaks.
