My car's been vandalized on the streets in Oakland. Things can happen to cars anywhere. It's a shame he had to leave it there, but no one forced him to sign up for this plan or that loan.

Oh, well in that case it doesn't sound bad as long as it can't be done when car is in use. Easier than repo, and no different from getting cellphone (electric, etc) service cut off if you don't pay.

Sounds super dangerous to me. What happens if it is shut off while you are stopped in traffic on the freeway or at a light? Are there fail-safes to be sure this doesn't happen?

When I was in Italy some ATMs didn't take CCs unless they were chip and pin enabled. And in Malaysia I had a few vendors not be able to deal with the card. But mostly it's been OK without chip & pin.
