The graph you are looking at measures year-to-year variation (see graph title). It shows the changes occurring have been pretty consistent over time.

There will always be changes from year to year (and decade to decade) but, IIRC, the study was looking at 50 years of forest growth -- which is a long time to adjust to rising carbon dioxide and rising temperatures.
